Leave them in a city with an academy and you're pretty much guaranteed to at least get a good manager. In Rome, all you needed to do to get decent traits on your generals, is to leave them in well developed cities. I've had a look at how traits are gained and I have an answer to this. I've recently rewatched Rome:Total War and Medieval II:Total War and during M2, Jon comments on how traits are less organic than in Rome, and in the late game he has a lot of generals with poor traits.
